Chairman’s Bulletin March/April 2016 Special Issue

Welcome to this edition of my newsletter for Governors, and I want to begin by congratulating our staff and leadership team on the results of our Care Quality Commission (CQC) inspection. The Trust's overall rating was 'Good', which included our Child & Adolescent Mental Health Services (CAMHS) achieving the top rating of 'Outstanding.'

For a Trust as large as ours, serving such a wide population through specialist hospitals and community services, this is an excellent outcome and puts CMFT in the top 10% of all acute Trusts. The inspection process has reinforced the fact that colleagues across CMFT continue to provide excellent care to our patients and their families every day.

The recent results of the national 2015 NHS Staff Survey reflected the strong levels of staff engagement and motivation which contributed to our 'Good' rating.  CMFT is now in the top 20% of all acute Trusts for 16 of the 32 indicators, an increase of 32% on 2014's results.

More staff are recommending CMFT as a place to work and receive treatment, reporting good communication between senior managers and staff and experiencing satisfaction with their level of responsibility and involvement.  It was also good to see that 75% of staff reported that "care of patients/service users is my organisation's top priority" (up from 65% in 2014).  CMFT has moved up from 6th to 3rd position among Trusts in our region for staff engagement.

As we start the new financial year, the Council of Governors meeting in March was a good opportunity to take stock of 2015/16.  Adrian Roberts, Executive Director of Finance, provided a detailed outline of the challenging financial position, while a presentation on strategy looked at how locality plans for Trafford and Manchester will help to tailor health and care services to the needs of local people while also making the best use of resources.  The opportunities that Greater Manchester devolution plans will bring were also discussed with Governors, and updates on the Trust's annual Operational Plan and Quality Report were provided. I would like to thank Governors for all your valuable contributions.

The approval of two new Non-Executive Directors appointments, Professor Colin Bailey and Nicholas Gower, was also given by the Council of Governors, as the terms of office of Professor Rod Coombs came to an end on 14th March and Anthony Leon's later this year. Colin and Nic took up their roles with effect from 14th March 2016, and you can read more about them below.  I'm also very pleased to confirm that approval was given to Kathy Cowell's term of office as a Non-Executive Director being extended for a further three years.

Turning to our recent membership recruitment campaign, I'm glad to report that it has been very successful.  The campaign has increased representation across all target groups with our resulting membership community being truly representative of the communities that we serve. I would like to encourage Governors to continue to support us in recruiting new members and also seize any member engagement opportunities that may arise.  I hope that this Bulletin will prove to be a useful platform for discussion and engagement when talking to people within your own networks and communities.

Detailed information about operational and financial performance across the Trust is presented at Board of Directors and Performance Review meetings, and will help you to respond to any related members' questions (see the diary section for dates).  Do please pass any member views and suggestions on to Donna in the Membership Office so these can be captured and responded to as appropriate.

Member engagement was just one of the topics highlighted in the recent Governor Questionnaire.  Many thanks to all Governors who completed this, the return rate was the best achieved to date (90%).  As before, key findings and suggestions from the questionnaire will be fed into future Governor development activities.

Moving to the wider regional picture, 2016/17 will see major changes to the way health and care services are delivered across our city.  The Manchester Single Hospital Service Review has really gathered pace over the last few weeks. In March there were three major clinical engagement events, each with more than 80 participants. These sessions focused on a number of 'exemplar' clinical services, and tried to think about the benefits that could be achieved if each was run as a single service across the whole of the city.

To do this planning work, clinicians were asked not to think about what Trust they worked for, or what hospital site they are based at, and instead to focus on the most effective way to organise services for patients. Many of the clinical teams have now described really exciting new service models that could provide better quality, more consistent care, with more effective use of staff and facilities, and improved productivity - all by looking at more collaborative ways of working.

The project is being led by Sir Jonathan Michael, and the clinical service models will form the basis of a report on the first stage of his review. This will be produced in April 2016, when it will be considered by the Manchester Health and Wellbeing Board (on which the Trust is represented). Sir Jonathan will then undertake the second stage of his review, which will look at the most effective organisational and governance arrangements to deliver the benefits. This will report in June 2016.

A special briefing session on the Manchester Single Hospital Service Review has been arranged for Governors on Wednesday, 20th April 2016 (10:00am-11:00am, MRI Main Boardroom).

The last 12 months have been a 'shadow' year for the GM Devolution arrangements. Much of this time has been spent making sure that the governance arrangements are right, so that the devolved powers can be used safely and effectively. These arrangements went live on Friday 1st April, with Greater Manchester taking responsibility for much of its own decision-making, including in respect of health and social care services. The arrangements introduce new ways for the statutory organisations within Greater Manchester to work together, and changed relationships with the many aspects of central government, including NHS England and NHS Improvement (formerly Monitor). The Trust has been an active participant in the processes to set up GM Devolution, and will continue to be represented in all of the key forums for healthcare providers.

Turning to national news, I was very pleased to see our Trust awarded a 'good' rating in the 2015/16 Learning from mistakes league table compiled by Monitor and the NHS Trust Development Authority.  The table identified levels of openness and transparency within 200 NHS trusts and foundation trusts.

NHS Improvement has set up two advisory panels, comprising 47 chairs and chief executives from across the NHS, to provide feedback on things working well in their own organisations. They will also offer advice on new policies and proposals designed to lead to real improvements for patients. Mike Deegan has been appointed to the chief executives' panel, an excellent opportunity to share the improvement work being pioneered at CMFT with the wider NHS.

Finally, I want to share with Governors how much I enjoyed presenting awards to colleagues at the 'We're Proud of You' celebration on 17th March.  It was a wonderful opportunity to acknowledge the hard work, inspiration and dedication of our staff.  I also felt very humble to see what colleagues across the organisation have been able to achieve in the face of significant financial and operational pressures.  Well done to all the finalists and winners, and particularly to Jo Fee from the Community Services Safeguarding Children Team.  In addition to being a Divisional Star and Unsung Hero, Jo received the Chief Executive's Outstanding Achievement Award.

Congratulations also to Marie Zsigmond, Siobhan O'Neill & Amanda Lewis from Saint Mary's, who won the Royal College of Midwives (RCM) Team of the Year award for their outstanding work on identifying and supporting potential victims of human trafficking and to Kirsti Redfern, who was named the RCM JOHNSON'S® Mentor of the Year. Making it a treble for the hospital, Saint Mary's Sexual Assault Referral Centre also scooped a top award in the Patient Experience National Network (PENN) Awards, which took place in Birmingham in March.
