Safety and Standards of Care - Clinical Governance

Clinical governance is the way that the NHS works to improve and maintain the quality of care that patients receive. It is about ensuring that patients get the right care at the right time from the right person.

At Central Manchester University Hospitals NHS Foundation Trust, responsibility for clinical governance lies with every member of staff, including doctors, nurses, physiotherapists, managers, radiographers, laboratory staff, cleaners, porters and administrative staff. Everyone works together to ensure that patients receive the best possible care. The Trust Board lead for clinical governance is the Medical Director.

The Trust Board has a number of objectives each year and uses these as the foundation for work planning throughout the organisation. Our priority continues to be the delivery of a high quality, safe service and the number one objective for the Trust is:

To ensure patient safety and high levels of clinical quality in 2008-2009

We also intend to:

  • Implement the programme of work for patient safety and clinical quality agreed by the Trust Board in 2007/08, during 2008/09
  • Continue the Board performance monitoring in 2008/09
  • Monitor access to clinical services by all sections of the community.

Effective clinical governance requires:

  • Patient and public involvement
  • Risk management.

Clinical audit:

  • Clinical effectiveness programmes
  • Staffing and staff management
  • Education, training and continuing personal and professional development
  • Use of information to support clinical governance and health care delivery.

Effective clinical governance ensures:

  • Continuous improvement of patients' services and care
  • A patient-centred approach that includes treating patients courteousl
  • Involving patients in decisions about their care and keeping them informed
  • A commitment to quality, which ensures that health professionals are up to date in their practices and properly supervised where necessary
  • A reduction in the risk from clinical errors and adverse events
  • A commitment to learn from mistakes and share that learning with others.
